After upgrading from Windows 7 32-bit to Windows 10 32-bit. I reinstalled BMW Tools and documented the process for my own reference.The OBD2 cable interface is from One-Stop-Electronics. Their cable works for E6x and E9x vehicles that I have worked with. There are cheaper or incompatible cables in the marketplace. 
These files are very useful if you would like to update your cars modules to the latest firmware/coding using BMW Standard tools For the latest on your model, please refer to the update matrix here BMW E65 – SP-DATEN Update files – here. The INPA version is 5.0.6 which is included in BMW Standard Tools 2.12. The latest English metric scripts for INPA are from INPA version 5.0.2. INPA 5.0.6 does not include any scripts. INPA 5.0.2: 100% working with K+DCAN USB Interface. Allows full diagnostic of BMW’s build from 1998 – 2008.
- The following steps are for Windows 10. Open File Explorer and navigate to your Downloads folder. Right click on the BMWStandardToolsSetup2.12.0.exe file, and select Troubleshoot compatibility from the menu. Under Select troubleshooting option, click Try recommended settings.
- 1.Right click on BMW Standard tools-212.exe and run as administrator. If installing on Windows 8 or 10, right click and select properties then compatibility tab. Select “Run this program in compatibility mode for: Windows 7. 2.Click “Yes” when asked to allow the program to make changes to your computer. 3.Select “English”.

- Install USB cable driver (eg FTDI virtual COM port driver)
- Step_1_Install_BMW_Tools.exe
- Step_2_Install_INPA.exe
- Step_3_UPDATE.exe
- English_NCSExpert_4.0.1_with_v54.3_Coding_Files.rar
- robocopy.exe /s /xo *.* [sourcedir] [targetdir]
- Download NCS Dummy and the related NCS Dummy profile from a post on BimmerForums.
- Review:
- C:EDIABASBinobd.ini
- C:EDIABASHardwareOBDOBDSetup.exe
- C:NCSEXPERCFGDATNCSEXPER.TXT (is in English at and least 8,145 bytes)
- Verify / create Window shortcuts for:
- INPA - C:EC-APPSINPABININPALOAD.exe (Compatibility: Windows 7)
- EDIABAS Tool32 - C:EDIABASBinTOOL32.EXE (Compatibility: Windows XP SP3)
- NCS-Expert - C:NCSEXPERBINNCSEXPER.EXE (Compatibility: Windows 7)
- NCS-Dummy - C:NCSDUMMYNcsDummy.exe
- They do not require 'Run as administrator'; compatibility mode is as indicated
- Connection process:
- Start EDIABAS
- Connect USB cable to OBD-II port
- Turn engine on, but do not start
- Test EDIABAS (Job / Ecu Info)
- Exit EDIABAS
- Start INPA
- INPA should indicate battery and ignition status as ON
- Exit INPA
- Start NCS-Expert

Solution from engineer:
- You forgot to install software driver.
- You should first install BMW scanner 1.4.0 software, connect with vehicle and laptop via USB cable.
- Then install software driver.
- After driver is well installed, ready to run software.
- Better use laptop running Windows XP home.
Do not open software directly after install software and connect with vehicle.
